Project Status Details
Purpose:
The purpose of this project is to improve safety for the motoring and pedestrian public along Delhi Road within the limits commonly referred to as the “Business District”. This area is better defined as Delhi Road between Anderson Ferry Road and Greenwell Avenue. The results of a study performed in 2008 by JMA Consultants, Inc. and TEC Engineering, Inc. show the need for improved access management within the project area in an effort to reduce the high percentage of accidents and make the area safer for business and shopping patrons. After spirited debate, the Board of Trustees decided in the spring of 2009 to proceed with the project.
The project consists of six components, each of which is described below. The components are engineering selection, engineering design, project bidding, project construction, project beautification, and cooperative agreements among business and property owners within the project area.
Funding:
The funding for this project breaks out as follows. Engineering selection and design is being paid for by Delhi Township through Tax Increment Financing. Ten percent of Project Construction is being paid for by Delhi Township through Tax Increment Financing, a contribution from the Hamilton County Engineer, and a contribution from the McDonald’s Corporation. The remaining 90% is being funded through a grant obtained from the Ohio Public Works Commission. Total Estimated Construction is $1.7 million dollars. Project Beautification is estimated at $160,000.00 with 20% of the funds being paid for by Delhi Township through Tax Increment Financing. The remaining 80% is being paid for by a grant which will be obtained through the Ohio Kentucky and Indiana Regional Council of Governments utilizing federal tax dollars through the TEA-21 Enhancement Funds.
Results:
When completed, residents of the Township will see driveway access in several locations throughout the project limited to right-turn-in and right-turn-out movements only. A dual left-turn lane will be installed for Southbound Anderson Ferry Road traffic turning onto Eastbound Delhi Road. Additionally a new roadway will be established which will become the entrance into Delhi Park from Delhi Road and a new roadway surface will be placed throughout the project.
Engineering Selection Process:
Engineering selection for this project consisted of following the requirements of the Ohio Revised Code in an effort to select the most qualified firm for this type of project. Since the project is being managed by the Hamilton County Engineer, the County selected JMA Consultants, Inc. to continue the project from its study stage through the design phase.
Engineering Design Phase:
The design phase of the project consists of producing the final construction plans necessary for building the project. These final plans are based upon the concepts discussed in the initial study. The work also includes negotiating driveway access with individual business and property owners while implementing the pertinent access management needed to ensure that the safety aspects of the project are accomplished. The Hamilton County Engineer’s Office has a manual which outlines proper engineering techniques for access management, and that manual is referred to and followed consistently throughout the engineering design phase.
Project Bidding Phase:
Project bidding will consist of an approximated two month period of time where the plans are available for review and questioning by prospective contractors for the job. Ultimately, contractors will place bids with the County which will be reviewed in an effort to determine the most responsive and responsible bidder. After that determination is made the contract will be awarded to the successful bidder and the construction phase will begin.
Project Construction Phase:
The project construction phase is estimated to begin in late May or early June 2010. The construction will entail detailed work on the facilities mentioned above and is estimated to take approximately six months to complete. The new roadway going into Delhi Park will be the first sign of construction that the public will see. Other items mentioned above will be constructed as the project is ongoing with estimated construction completion being November 30, 2010.
Post Construction Phase:
The final phase of physical improvements to the Delhi Road Thoroughfare Project entails project beautification. Improved street lighting, entrance signage, wayfare signage, fountains, plantings, and other decorative features are planned for the project area. The design for this work will be ongoing throughout the construction phase of the project and will probably not be completed until mid 2011. Additionally, during all phases of this project the Township will be consulting with various business and property owners in an effort to obtain cooperation agreements among those business and property owners which will allow for patrons to cross from one parking lot to the next. The purpose of this cross traffic within the various properties will be to allow patrons to access Delhi Pike from the various business and shopping areas via a traffic light. This will eliminate a great number of dangerous left turns and make the area safer for all involved.
