Role & Responsibilities

The Delhi Township Police Department is administered by the Office of the Chief. The Chief of Police has the overall responsibility to see that the mission of the Police Department is accomplished. The Chief is responsible for the attainment of new personnel, their training, and the direction under which they perform their duties. The Chief appoints all new officers under the authority of Section 505.49 of the Ohio Revised Code.


The Chief is appointed by the Delhi Township Board of Trustees. The Chief reports to the Township Administrator, the Board of Trustees and ultimately to the citizens of Delhi Township. The present Chief of Police is Colonel James A. Howarth.

Message From the Chief

On behalf of the men and women of the Delhi Township Police Department, I would like to tell you it is a pleasure serving the Delhi Community.

The Delhi Police Department takes pride in its relationship with the Delhi community. As Police Chief for Delhi Township, it is my responsibility to make sure your Police Department continues to provide quality police services with pride, professionalism, and respect. Each and every day Delhi Police Officers are accountable for carrying out the mission of the Police Department: The protection of life, the protection of rights, the protection of property, the maintenance of order, justice with compassion; all accomplished in partnership with the community.

I encourage citizens to become involved with your Police Department. The department has excellent community organizations such as the Delhi Citizen’s Police Association (DCPA), Citizens on Patrol (COP), Citizen’s Police Academy (CPA), and Neighborhood Watch Programs.
